Libya is an Arab country in North Africa with a top ten ranking on the Human Development Index. However, the state has seen a tumultuous five decades. First, it was the oppressive regime of dictator Muammar Gaddafi which lasted 42 years. His death again plunged the country into a civil war waged by the Government of National Unity recognized by the United Nations and the Libyan National Army led by warlord, Khalifa Haftar. As the conflict has not yet come to an end, control over its capital city, Tripoli, has changed hands multiple times. The civil wars pushed many Libyans to flee to Europe by crossing the Mediterranean on unsafe rickety boats of every size. News of refugee boats capsizing or being intercepted by coast guards is a regular occurrence.
