由前日本首相(總理)安倍晉三發起,美國、澳洲、印度三國響應的非正式戰略對話。當時安倍晉三的目的是打造「亞洲的民主弧線」,討論各式各樣合作,包含貿易、教育、科技,甚至是軍事。雖然說是非正式戰略對話,但他們長期合作一個「馬拉巴爾海上軍演」,演習地點從印度洋延伸到太平洋。
2022年,四個國家領袖在日本東京再次見面。除了印度總理莫迪,其他三個國家距離上次面對面都換了一位領袖,就連剛當選的澳州總理艾班尼斯也在就職後隔天與大家見面。2022年峰會討論重點著重於推廣自由和開放的印太地區、提倡遵守國際法、維持海洋秩序。除此之外也特別提及氣候變遷的應變措施、太平洋島國的關係修復。雖然沒有提及中國,但許多合作項目被認為是為了封鎖中國在印太地區的野心。
Year of Establishment: 2007
Quad is an informal strategic dialogue initiated by the former Prime Minister of Japan Shinzo Abe and supported by the United States, Australia, and India. Prime Minister Shinzo Abe intended to establish an "Asian Arc of Democracy" through Quadrilateral which is generally perceived as an act to curb China's expanding economic influence and military power. Quad regularly carries out Malabar naval exercises. It began as an exercise between India and the United States and countries like Singapore, Australia, and Japan later got involved. The site of the exercise also extended from the Indian Ocean to the Pacific Ocean.
In recent years, members of the Quad subsequently have fallen out with China and their intention to block China at sea has become increasingly explicit. Following the 2020 exercises, American secretary of state, Mike Pompeo, proposed that Quad can be converted into an "Asian NATO" and was criticized by the Foreign Ministry of China as trumpeting the Cold War mentality.
